This madness must stop!Apex Financial Management, LLC calls all hours of the night from 818-350-0150.  The caller stated that he was calling from Arizona, however when I looked up this number it relates to California not Arizona and he said that it is his home phone number. Why, why why would he call me at 8:55p.m. to resolve a bill? Then when I offered to record our dialogue, he hung up.  Another worker from Apex Financial Management called and offered nothing but horrific derogatory insults when I informed him that I was unemployed and was seeking employment with them. This type of harassment must stop!  Men bashing women under the disguise of "bill collection" must stop!  This 818-350-0150 phone number has many complaints listed.  He must be stopped.  Apex will be having to settle if the drive anyone to kill them self when dealing with depression and men calling and beating you with their bellowing harsh words and late hour calls.  It must stop.

I get an incredible number of calls from these people. The caller ID number is always: 617-245-xxxx, where xxxx is constantly changing to get around call blocking. "245" is one of the exchanges that was freed up when the 781 area code split off from 617.Question: Why would they want to call someone who does not want to speak to them?Answer:  Because they're professional cons who think they can sleaze-talk you into giving them money, once they get your ear. Never answer the phone for them.

Kept getting calls from them. Told them I did not have $ to donate, that I barely had $ to live off of, let alone give away to jerks. (yes, most cops are jerks). I was told the calls would stop. They didn't. I emailed them. Got a response that my # would be removed and they were so sorry. The calls stopped for about 2-3wks. Now they have started up again. Instead of calling 2-3 times a day at all hours they now call right around 8-8:30AM waking me up. Now its 1-2 times a week. But it always wakes me up. This time I answered. The guy sounded nice, told me who he was said "don't worry you aren't in trouble" I cut him off and told him that I wasn't interested, I'd asked to be removed MANY times, and he continued into his spiel about what they were. I hung up on him. I've been told that they are ALLOWED to call and harass because they are Non-Profit, but I do keep reporting them to the DNC list anyhow.

Got yet another call from them this morning. They are really persistent. This time they used a recorded voice that almost sounded real that said, "Michael? Michael?"@Snow: We're not falling for it. We know you work for these crooks. We see through your lies.@not Michael: Snow knows that this is a fraud. He's works for it. Telemarketers regularly post disinformation on these web sites.@Cat: The number doesn't match the one on the Mass FOP website, because Mass FOP is constantly changing the number they use to get around the number blocking features of many phones and telephone service providers. This is a common telemarketing trick. The use of it makes it pretty clear that this is a scam.

Most of the phone calls asking for donations for police charities are frauds.  They are paid callers, and keep more of your donation than they give to the charity.I'm not sure about this one, but I wouldn't donate to it, even if I did live in that area.

This phone number is calling to do fund raising for the Massachusetts Fraternal Order of Police. I have called the number.  It directs you to a customer service department that can answer questions, help you donate, or anything else related to the FOP. Also, there’s information on www.massfop.org. Plus, you can contact them there with any questions or requests. The FOP is doing a lot of really great things for Massachusetts police officers and the people that call are trying to help them raise money so they can do even more good.

The Federal Trade Commission (FTC), the nation’s consumer protection agency, enforces the Fair Debt Collection Practices Act (FDCPA), which prohibits debt collectors from using abusive, unfair, or deceptive practices to collect from you.Under the FDCPA, a debt collector is someone who regularly collects debts owed to others. This includes collection agencies, lawyers who collect debts on a regular basis, and companies that buy delinquent debts and then try to collect them. Here are some questions and answers about your rights under the Act.What types of debts are covered? The Act covers personal, family, and household debts, including money you owe on a personal credit card account, an auto loan, a medical bill, and your mortgage. The FDCPA doesn’t cover debts you incurred to run a business. Can a debt collector contact me any time or any place? No. A debt collector may not contact you at inconvenient times or places, such as before 8 in the morning or after 9 at night, unless you agree to it. And collectors may not contact you at work if they’re told (orally or in writing) that you’re not allowed to get calls there. How can I stop a debt collector from contacting me?If a collector contacts you about a debt, you may want to talk to them at least once to see if you can resolve the matter – even if you don’t think you owe the debt, can’t repay it immediately, or think that the collector is contacting you by mistake. If you decide after contacting the debt collector that you don’t want the collector to contact you again, tell the collector – in writing – to stop contacting you. Here’s how to do that:Make a copy of your letter. Send the original by certified mail, and pay for a “return receipt” so you’ll be able to document what the collector received. Once the collector receives your letter, they may not contact you again, with two exceptions: a collector can contact you to tell you there will be no further contact or to let you know that they or the creditor intend to take a specific action, like filing a lawsuit. Sending such a letter to a debt collector you owe money to does not get rid of the debt, but it should stop the contact. The creditor or the debt collector still can sue you to collect the debt. Can a debt collector contact anyone else about my debt?If an attorney is representing you about the debt, the debt collector must contact the attorney, rather than you. If you don’t have an attorney, a collector may contact other people – but only to find out your address, your home phone number, and where you work. Collectors usually are prohibited from contacting third parties more than once. Other than to obtain this location information about you, a debt collector generally is not permitted to discuss your debt with anyone other than you, your spouse, or your attorney. What does the debt collector have to tell me about the debt? Every collector must send you a written “validation notice” telling you how much money you owe within five days after they first contact you. This notice also must include the name of the creditor to whom you owe the money, and how to proceed if you don’t think you owe the money. Can a debt collector keep contacting me if I don’t think I owe any money? If you send the debt collector a letter stating that you don’t owe any or all of the money, or asking for verification of the debt, that collector must stop contacting you. You have to send that letter within 30 days after you receive the validation notice. But a collector can begin contacting you again if it sends you written verification of the debt, like a copy of a bill for the amount you owe. What practices are off limits for debt collectors?Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:     use threats of violence or harm;     publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);     use obscene or profane language; or     repeatedly use the phone to annoy someone. False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:     falsely claim that they are attorneys or government representatives;     falsely claim that you have committed a crime;     falsely represent that they operate or work for a credit reporting company;     misrepresent the amount you owe;     indicate that papers they send you are legal forms if they aren’t; or     indicate that papers they send to you aren’t legal forms if they are. Debt collectors also are prohibited from saying that:     you will be arrested if you don’t pay your debt;     they’ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or     legal action will be taken against you, if doing so would be illegal or if they don’t intend to take the action. Debt collectors may not:     give false credit information about you to anyone, including a credit reporting company;     send you anything that looks like an official document from a court or government agency if it isn’t; or     use a false company name. Unfair practices. Debt collectors may not engage in unfair practices when they try to collect a debt. For example, they may not:     try to collect any interest, fee, or other charge on top of the amount you owe unless the contract that created your debt – or your state law – allows the charge;     deposit a post-dated check early;     take or threaten to take your property unless it can be done legally; or     contact you by postcard. Can I control which debts my payments apply to? Yes. If a debt collector is trying to collect more than one debt from you, the collector must apply any payment you make to the debt you select. Equally important, a debt collector may not apply a payment to a debt you don’t think you owe.Can a debt collector garnish my bank account or my wages? If you don’t pay a debt, a creditor or its debt collector generally can sue you to collect. If they win, the court will enter a judgment against you. The judgment states the amount of money you owe, and allows the creditor or collector to get a garnishment order against you, directing a third party, like your bank, to turn over funds from your account to pay the debt. Wage garnishment happens when your employer withholds part of your compensation to pay your debts. Your wages usually can be garnished only as the result of a court order. Don’t ignore a lawsuit summons. If you do, you lose the opportunity to fight a wage garnishment. Can federal benefits be garnished? Many federal benefits are exempt from garnishment, including:     Social Security Benefits     Supplemental Security Income (SSI) Benefits     Veterans’ Benefits     Civil Service and Federal Retirement and Disability Benefits     Service Members’ Pay     Military Annuities and Survivors’ Benefits     Student Assistance     Railroad Retirement Benefits     Merchant Seamen Wages     Longshoremen’s and Harbor Workers’ Death and Disability Benefits     Foreign Service Retirement and Disability Benefits     Compensation for Injury, Death, or Detention of Employees of U.S. Contractors Outside the U.S.     Federal Emergency Management Agency Federal Disaster Assistance But federal benefits may be garnished under certain circumstances, including to pay delinquent taxes, alimony, child support, or student loans. Do I have any recourse if I think a debt collector has violated the law? You have the right to sue a collector in a state or federal court within one year from the date the law was violated. If you win, the judge can require the collector to pay you for any damages you can prove you suffered because of the illegal collection practices, like lost wages and medical bills. The judge can require the debt collector to pay you up to $1,000, even if you can’t prove that you suffered actual damages. You also can be reimbursed for your attorney’s fees and court costs. A group of people also may sue a debt collector as part of a class action lawsuit and recover money for damages up to $500,000, or one percent of the collector’s net worth, whichever amount is lower. Even if a debt collector violates the FDCPA in trying to collect a debt, the debt does not go away if you owe it.What should I do if a debt collector sues me?If a debt collector files a lawsuit against you to collect a debt, respond to the lawsuit, either personally or through your lawyer, by the date specified in the court papers to preserve your rights. Where do I report a debt collector for an alleged violation?Report any problems you have with a debt collector to your state Attorney General’s office (www.naag.org) and the Federal Trade Commission (www.ftc.gov). Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General’s office can help you determine your rights under your state’s law.For More InformationTo learn more about debt collection and other credit-related issues, visit www.ftc.gov/credit and MyMoney.gov, the U.S. government’s portal to financial education. The FTC works for the consumer to prevent fraudulent, deceptive, and unfair business practices in the marketplace and to provide information to help consumers spot, stop, and avoid them. The more people who call denouncing this type of case, the more chances these criminals will get caught. Red flags flying everywhere.  First, they call.  Don't know my name.  Said I am a good taxpayer and never have been in jail.  Don't know that gambling or alcohol is not illegal.  Wants me to call them back.  Wants to Western Union the money (Why would the U.S. Government Western Union money to anyone?).  I never called them back, but if they had asked from money from me, that would be a red flag too!

They also called me, an Indian woman by the name of Tracy Jones(which to me doesnt sound indian at all) called me and told me im recieving $5000 in grant from the gov't, but i had to call Nick Richard to claim my money. So i called and he gives me details on how the gov't is just giving it away and i am a winner. When i asked what was the catch he said i had to send $100 to India under the name of Pradeep Kr in Delhi, India, when i asked why, he said the US government is trying to help stop poverty in India, and i would have to donate to recieve the $5000. When i told him i didnt have the money, he said i can borrow it from someone then pay them back (sounds very suspicious). So I just said ok and hung up, but an hour later he called again to ask if i sent the $100, thats when I told him i did some research on the phone number and it has been reported by alot of people that it was a fraud. He sounded very angry when i said im no longer interested in his fraud. DONT FALL FOR THIS SCAM!!!! This guys name is Matt Squicciarino he has a 2000 Saturn. He makes people very angry. Some of the people in his life that hate him are named Gloria, Mike, Michelle who is Mike's fince. He left Mike and Michelle sitting at Blockbuster waiting for him and refused to answer his phone. From what I could gather, he likes to get high but has no money. He borrowed $15 from Gloria for gas.

Received second crank call at my workplace from this number tonight.  When I threatened the caller with physical violence a second (younger Hispanic-sounding) person immediately entered the conversation.  Sounded like like they were calling over an internet connection.

Got a call on my voice mail from this number, claiming that I had been "ringing up" his wife and that he found my number on her phone.  I have never called that number in my life.  He said that he would "have to hurt me" and that he would "stomp my a**".  Didn't call him back, obviously.

After answering the call there was a pause and a hang up.  When re-dialed, a recording said that this number is unallocated

Got one at 6 a.m. on a Sunday morning from Fresno, California (phone ID). We don't have Skype, just regular AT&T. We do a lot of work with people in Fresno, so I assumed it was one of them calling. I work out of my home but don't have a biz listing.

This number calls us daily and asks for people who don't exsist.  They make up a company name usually FedEx or Dell.  They are usually male and speak with an accent.  If we ask to take a message they ask for voice mail.  They will not give out their # and hang up when asked to talk to their supervisor.  When we say, "Oh this is John Black" just to see what they want they hang up.  I am guessing they want to confirm that these people actually work for our company so they can scam somehow but I am not sure.

Very bizarre.  Guy asked for Carlos, said something odd about thinking this was a club, but we're actually a yoga studio.  My gut feeling is it was a prank call.

When you place a call using skype either with no Skype-In number or with CallerID blocked, the number that appears on the called-party's CallerID apparently can be 559-470-0900, depending on where you are. There's also a Washington, DC number as well. I doubt that anyone's calling from a county jail..People who repeatedly call numbers and then hangup when someone answers, may be someone who is seeking a particular sex/age group to annoy, often by saying somethig shocking. They're waiting to hear who answers at the other end. It's a form of stalking, and is often done to satisfy a sexual compulsion.

Not sure what to think at this stage.  I use skype, I have 2 specific numbers that I use regularly.  I wanted to test my skype caller ID to see which number would show up.  One number is a San Francisco number and the other is in Northern California, near Sacramento.  I called my RingCentral toll free business phone (not associated with Skype at all)  and this number came up 559-470-0900 as the number I was dialing from. And I can honestly say it's not even close to either of my Skype numbers.  So I researched the number, ran across this post and a few others - Seems that many have confirmed it to be a phone in a holding cell in the Fresno County Jail.  I called the number and it only says it is unallocated - Which falls in line to what you are saying.  Now I have had this issue with Skype before - For some reason the number that every ones caller ID showed me calling from was some number out of Washington D,C.  -  I don't know why and they never would tell me.  It leads me to think that Skype is very easily tapped into and possibly the calling system is being hijacked or borrowed by way of these unallocated/unassigned phone numbers covering their tracks.  But there was never any sign of mysterious calls showing up on my phone logs.  But learning that this number shows up often from a Free Calls phone in a jail cell makes is even more confusing.  I just wish I know why my dedicated skype number was bypassed and this other number made it's way through.  I was hoping that you would know a little more about the technical end of it, you know, the "how" it happens or the "why" it is random, why it just pops up, phone numbers just don't do that.  Or is it a number that is common knowledge for call thieves?   If you really don't know any more about it past what you have already shared, I am still glad you mentioned it.   Because Skype I can guarantee will not elaborate on something like this.  I tried once before.JR

This is a Dynamic Phone Number that something like Skype or Magic Jack uses. It could come from anybody at anytime. It is a totally unassigned number used unknowingly and is 100% Random.  So for the paranoid...don't be.
