SPAM.  I don't care if it IS a worthwhile organization, I do not want their calls to my home!  And for the record, they likely use a third-party company to make their calls begging for money - if that is the case there is no WAY I'd donate through one of those calls.  If I want to donate to a charity, guess what - my donation goes DIRECTLY to that charity.  Not to some third-party that's going to take a cut in order to pay its employees for making the calls.  The fire department calls are the same way; I don't donate through them either, but put money into the boot when actual FIREFIGHTERS are standing out in the elements asking for community support.

Refuse to answer calls from collection agencies...It's simple and here is how to do it.  I never answer a call unless I recognize the number. Simply forward you calls to the collection agencies number. When they call they will be calling themselves and get a busy signal.  Ligit people I do business with, friends and family all call my cell number.  I also have a set of Panasonic cordless phones that I can easily block unwanted numbers. I am a retired claims representative and negotiated claims for 32 years. I havebeen dealing with Client Services, Inc in St. Charles Missouri who represents Citibank/Home Depot.  I received a letter from CSI reducing my bill from $3,41.76 to $2,059.06. I finally negotiated the total amount to $1,715.96.  The supervisor at CSI said he wanted the total amount based on the negotiated figure. I explained that I did not have the total amount but I would be willing to make payments.  He said if they agreed to accept payments it would have to be based on th $2,059.00. That would have to be made in three payments.   What ever you do, don't believe a word these people tell you.  They are liars. I got three differant stories. To satisfy my own curiosity I called Citibank.  I was told that they sold the account to CSI.  I called CSI back and I was told by a lady by the name of Denise Phillips that they did not buy my account and my account would be refered back to Citicorp within the next thirty days. In  talking to her supervisor, the same guy I had been negotiating with, he told me that it would not be refered back within thirty days. He also told me that they had not purchased my account. Hmmmmm I made a settlement offer of $1,500.00.  He said he could not accept that based on instructions from Citibank. I told him that I did not believe what he was telling me because Citibank said they sold them the account and if they owned the account, he could accept any figure he wanted to accept.  I explained that I checked Missouri law in reference to the maximum amount they could possible collect even if they received a judgement in Small Claims Court.  I am on Social Security and retirement.  They can not touch my Social Security. They can collect 25% based on the total amount of my retirement check.  He said they had options and I explained that I had options too.  My option, if they wanted to jack me around was to file bankruptscy.  keep in mind he said I would have to make three payments  based on their original offer.  After I mentioned bankruptscy, he agreed to accept 12 payments on the $1,715.96.  I am not through......he can bank on that.

When you'll dial from your comp using SKYPE, it'll show the word "unavailable"  .Then you can tell them what you thinking about them and all the "proper" words they deserve for bugging you for so long !!!

Just tell them they've dialed into a murder scene, and their call s now evidence.  You need their name and home number, or the police will be tracking them down and arresting them for aiding and abetting a murder.  If they are stupid enough to give thatout, then call them at 2 or 3 am whenever you get up to piss.

You are so right.  Never talk to them or they will continue to call you in hopes that they can collect some money.  I never take calls from numbers that do not identify the caller or the business.  After awhile they quit calling and then about 3 or 4 months later another collection company starts calling and I do the same thing and they quit.

Hey um SUSAN! People's financial circumstances change, but their debt does not, apart from going up and up and up from bogus interest and 'service' fees. You, Susan, are obviously a product of the Public Education System, taught  to take orders, fill in forms and punch the clock without question or problem solving skills. You must pay EVERY nickel of your taxes, too, without even TRYING to find a deduction or two. Again, peoples circumstances change due to factors beyond their control, but their debt stays the same, or, more likely, continues to go up even though they haven't bought anything more than their original purchases. Do a little logical thinking sweetheart [can I call you sweetheart?] and stop blaming & defaming ordinary folks who cant help their circumstances. Can you say 'LOGICAL FALACY'? Shame on you-

636-947-2321

398 Report Long ago Unknown
Susan,There are many reasons why people have difficulty paying an obligation. The bill itself may not be accurate or even valid. There are unforeseen hardships. Regardless, if you understand the economic system, the ability to discharge these amounts are built in the system to rid the system of the economic losses that result when people get bogged down and cannot pay. The downside for the non payer is the difficulty in credit procurement or the increase costs of future transactions, so they pay, just indirectly. You should not chastize people for hardships, unfortunately, our economy is complex and job loss, increase cost of capital, inflatted medical costs, etc will continue to burden some more than others. Lighten up.

I don't have a past due bill of any kind!  These a**holes called me looking for someone in my neighborhood. We are a business, and I flatly asked after a while "So, you're randomly calling  and harassing businesses in the area of this person you're looking for to collect a debt?!", and he replied yes and hung up.

636-947-2321

398 Report Long ago Unknown
I agree with this. Why do people buy other debts and expect to collect on them. The ones who are truly owed the debt should be the ones going after people, not selling them to Tom, Dick or Harry!

636-947-2321

398 Report Long ago Unknown
One question Dumb A** the debt was purchased by the collector . How does that make anyone owe them. If I have a late account with sears and they buy it they caused damages to themselves . No one told them to buy that debt . I prefer to let jeroffs like you pay them .

636-947-2321

398 Report Long ago Unknown
Are they really bill collectors or are they scam artists?  Do you know, I don't just from talking to someone or getting an automated voice on the phone.  Sorry I don't agree with you.  You need to deal with it.

636-947-2321

398 Report Long ago Unknown
There is not a problem with people collecting a debt. If you owe you should pay. However, the people that call do not need to be rude and insulting. Nor do they need to harass people by calling all the time. If people aren't paying it's because they don't have the money; calling every day won't change that. I really doubt there have been many people who have caved and payed money they didn't have because the jerk on the other end bugged them enough. And really, things happen. Often people owe because of life circumstances that they have no control over. I'm glad that your life has been great and in control. Your condescending, judgmental attitude really sucks though. Things aren't as black and white as you seem to see them. Maybe someday you'll grow up a little bit and realize that life can be hard for people, even if your life hasn't.

I am mad too.  I am ill and yet these people keep calling.  I cry all day just worried sick.  Probably making me more ill.  Sometimes I just want to tell them that I'm suicidal with all these calls.  I probably really am.

Wow! That was a mouthful of rhetoric from what I am certain is someone on the payroll of a collection agency. How about this one... Tell the BANKS that gave the credit cards.. that as a TAX PAYER whose TAX DOLLARS just BAILED THIER A$$ OUT, they owe ME interest and fees!!!  I lost my job, have a mortgage, car payment, child support and oh yeah.. need to eat. I was not able to pay my card. Well I was not willing to lose my house, my car (helps to be able to get to work in a place where there are no buses), lapse on my child support nor starve to death. The credit cards would have to wait.  I am working now.. and when I get the most important items taken care of I will make payments on the credit card.. to CHASE bank.. not these people who call every 20 minutes, every day and do not tell you anything that would help you to deal with the situation but rather tend to be harrassing and pretentiously intimidating.. "You need to call me at (the number..) TODAY!" I don't deal with jerks like that, so when they call... they get no answer.  And my debt is with Chase Bank, not them.. and the law DOES allow me to deal with it as such. So defend the harrasing collectors? Its thier job to call and to collect... not to harrass. And thier harrassing and implication of actions they do not intend to take are illegal and can actually cost them the entire debt.I know someone will say that is not true and/or you cant get evidence. I can. I can record the convo. Texas allows it without consent or knowledge. GO TEXAS! And if they threaten legal action they do not intend to take.. it violates law as well. Just wanted to throw that in.. CIAO!

Regardless of your debt state, there are laws which predicate the actions which may or may not be taken by debt collectors.  In some cases, they have no legal basis for collecting on a debt, but will pursue it anyway. Many times they threaten legal action which they have no power to take; that's why if you're being harassed, get a recorder at Radio Shack for $30,and start recording all your phone calls...  then you have hard evidence if you choose to sue.  In most states, as long as one party on the call (you) knows the conversation is being recorded, there is no obligation to advise the other party; wait till the end and tell them then...  listen to what they say... you'll enjoy it..

I don't have any bad debts. I pay my bills. I don't know what the hell these people are after. Don't go lumping people into a category. If there is something in collections in my name, it truly was identity theft, because I have been on top of my bills. second of all, bill collector or not, there are some things they are doing that are really unethical and scary. They call me and ask me if I am so and so (I am) but they have my maiden name, not my married name. Then they ask if I receive my mail at a certain address that I have not lived at in years. Then they ask if my last four digits of my social security number are xxxx and then I get suspicious and I ask them who they are and what they are calling about. She won't tell my who they are or what they want. So I told her I couldn't help her. If they were a debt collector and I owed them money, I would think that they would want to tell me that up front. Considering my husband's ex wife gets collection calls at MY parents' house and they aren't shy about telling them why they are calling, then these people should be able to at least say that this is for a bad debt.At any rate, I am confident that I am not responsible for this bad debt because I have been paying my bills on time and I do not know of any outstanding bills, that I should be fine. However, if someone has my identity, I want to know about it. Don't trust these people everyone is complaining about. Don't criticize the ones who maybe owe money to collections, because its obvious you can't see clearly from your high horse.

Excuse me but I lost my job because of credit card company fraud.  They lost my payment, charged me late fees, lowered my credit rating thereby forcing my employer to let me go.  The company refused to negotiate, now they are going to get nothing.  The card companies have been ripping off the consumers, cheating them, lying to them and now they expect us to roll over and pay 30% interest.  Well I say if they were doing their jobs in the first place they wouldn't have wrecked the economy.  Remember Bank of America encouraged illegal aliens to commit identity theft by giving them credit cards.  I say do not pay until they clean up their act.

If a bill collector called and professionally spoke to you, this would be a non-issue.  However, they DO NOT speak to you in a professional manner.  Instead they barade and disrespect you and I don't know many people who will accept that type of behavior from anyone.  The majority of people do not "rack" up bills with the intention of not paying.  You really sound like an idiot or perhaps you are one of the rude, dispicable bill collectors yourself.

I actually owe a debt and am working on paying that off, but these debt collectors are manipulative. They will make you fearful, emotional, and worry about everything, they will take over your life, if you let them. The key is to know the law and what they can and cannot do. They cannot garnish your wages without lengthy court proceedings, they cannot contact you at work unless you give them permission, then if they do you can write them and ask them to stop, according to the law, look it up. If you do write to them about anything or send them any checks or money orders do so Only with a certified letter requesting a return receipt so you know they received your letter. Pay off your debt. But, pay your necessecities first, rent, car insurance and payment, electricity, food. The bank will repo your car, but these guys are miles away. But, do not dodge them, talk to them and tell them that they will get their money. Send them a smal check at first, maybe for $5 with a certified letter explaining when they will get another check. They are not your friends and do not care about your situation, remember this.

Under the Federal Privacy Act if you tell them not to call you and they persist, then you can sue them. They don't care, though, because they know that people in debt usually cannot afford attornys.Debt collectors come from the same crop as telemarketers. Their base salaries are low (and usually apply only during the training period), and they get a percentage of the recovered amount as the payments come in (they get the base salary or the commission, whichever is higher). Generally these people tend to be social undesirables such as parolees, drug addicts, even winos (I'm serious), and many of them sleep in cars, cheap hotels, or wherever they can.By law these companies are required to caller-ID themselves, and they usually (though not always) comply. Use Call Blocking to block them, but be advised that they change calling phone numbers more often than gas stations change prices.

You need to get your free copies of your credit reports for EACH of the three Credit Bureaus seperately.  Then you may either dispute this debt or ask for VERIFICATION of the debt.  The collector HAS to respond to the agency within 30 days for a dispute or the debt comes off of the report.  The verification will show the ORIGINAL debt information: Company name and the amount owed at time it was turned over to the collection agency.  Collection agencies CANNOT charge interest on a debt they are collecting on.  I checked this against the Fair Trade thing to make sure the info was correct and it is.  The collector buys debt at a fraction of the amount owed and then tries to collect, not only the amount, but also illegally tries to add interest and such.  Not all of them do this but quite a few do.  they hope that normal consumers such as you and myself, will not know about the laws or think to check it out.  ALWAYS check your report with the credit bureaus.  ALWAYS make sure the debts on there are yours.  ALWAYS ask the collection agency for verification of the debt, and then if they wont comply, ask the Credit Bureaus.  Be proactive in your own finances folks.  Be informed.  Be strong.  Do not let them fast talk you.  Know your rights.  Also, try in the future to pay bills on time or at least make arrangements with the original company owed so these disgusting collection agencies have no reason to exist any longer.Good luck to you!

398 Report Long ago Unknown
Actually you are both right. Companies contract debt collection agencies for various reasons in preference to "self-collecting" the debts. The fee charged by the debt collector is taken off the top of whatever is actually collected. The total amount to be collected is going to include penalties and interest and all of that can amount to more than the original debt. However, a lot of indebtedness remains uncollected and may pass the statutory time limit. When a company has accounts which have passed the statutory time limit, the debt becomes an accounting problem because management and auditors want to know, "what are you doing about this?" or "why are you carrying ten year old debt on your books?"Rather than simply writing the debt off as "uncollectable," and writing a lengthy dissertation about why it is uncollectable and what was done to try to collect it, etc., the company will bundle up years worth of old debt and sell it to the high-bidder. These are the debts, now owned by a third party (not the original lender/vendor), which were purchased at a low multiple of the original amount owed.A collection agent under contract from the original owner of the debt will negotiate the amount of a settlement based on the agreement between the owner and the collector. For example, if you owe my business $1,000 including late fees, penalties, etc., I may tell the collection agent I will not settle for less than the full amount. Or, I may tell the agent that I will settle for sixty percent and the agent gets to keep a third of that. Collections attorneys often specialize in particular kinds of debt and are expert in working those debts.  The effort will be to get a "judgement" against the debtor. Once that happens, the debtor can be garnished and interest continues (in many jurisdictions) to accrue from the date of judgement until sometime near the time hell freezes over. The debtor's estate will likely have to pay the remainder of the judgement upon death of the debtor.  If somebody obtains a judgement against you, it would be a good idea to make a settlement agreement and stick to it! Most judgements are not dischargeable in Bankruptcy.A debt owned by a third party collector is an entirely different kettle of fish! The owner purchased the debt fully aware that the original owner was unable to collect. This collector is going to use whatever means possible to turn the debt for a profit.  Often the debt is statutorially uncollectable --- the owner has no legal way to collect the debt unless you "screw up" and say something which begins a new statute of limitations.  The collector in this case will tell you very little up front; the goal is to get you to say something. You may acknowledge a debt the collector doesn't even know about -- a bonus for the lucky collector! You would never say something that dumb, would you! Well, you just would not believe some of the things people say!! You also wouldn't believe the number of people who never get a written release upon payment of a debt. If the attorney charges ten or fifteen dollars to provide a written release, pay it! Get a copy to put in your file because the owner of the debt may fail to close the matter. Years later, another collector will call and you will then have proof of satisfaction.Best advice is to pay your bills; then when a collector calls, you'll know the call was intended for someone else.

This in in response to 'me':  50% are you crazy? you must be a collector. First  if you want to settle DO NOT OFFER MORE THAN 15% .They will settle for 20% but you want to give yourself some room to negotiate . Remember they buy your debt for pennies on the dollor . Also they chose to buy your debt , so they pretty much chose to hassel you . Example you owe $1,000 they pay $100 or less , then call and harras you for FULL PAYMENT . You see that is why they ask for full payment, so in your mind you are meeting them half way . Thats bull offer them 15% settle for 20% and they still make 100% profit . If you have the patience to deal with them you can dispute the debt . 99% of the time they don't have the media to take you to court and win. If you go to court and they can't provide a signed contract they will loose . 99% of the time they can't .

Lamet is right - collection agencies are regulated only to the point where people turn them in for wrongdoing; they consistently get it wrong (in their favor) in order to keep their businesses going. Pay off a debt and they sell the remainder to another agency - it happens, I've seen it from both sides of the fence. Make a payment and it's open season on you - they won't let you rest until you've paid off what you borrowed plus figures in the ballpark of 200-300 percent of the principle. It's how they make money. The only time the rules come into play is when people complain, and even then sometimes it gets ignored. There's no way to win with them, outside of waiting the 10 years for it to be expunged...

Never send money to them except by money order/cashiers check, send it via certified, return receipt requested mail and only after you have paperwork stating that the amount is payment in full. You can tell a collector is lying when their mouth is moving. NEVER give you account or card info to them, you WILL get your account drained.

this is right buuuuut sometimes 50% is too much even in some cases where these collectors purchase debt at pennies on the dollar in some cases you can do as low as 15-25% in fact if you are gonna negotiate with them always start at 10% and work your way up to a maximum of 25% never do 50% unless the debt is pretty fresh.

Careful on the making arrangements and not having anything in writting.  I'd had 2 surgeries, heart attack and company lay off - back-to-back.  The first surgery we were prepared for...the rest that followed, we were not.  During all of this, the only thing we lost was a vehicle.  We contacted the bank and made "arrangements" and sent in the agreed "verbal" amount.  Then we received a letter that if we didn't pay the balance in full they were going to get the pickup.  They got the pickup up.  It is really frustrating when my husband and I had been working extremely hard at building our lives and our credit - things are not always the fault of the person - and sometimes when they do contact creditors and do all they can, it only takes one.  I checked this site because this niumber keeps calling my work number and there is never anyone on the other end.  I wait and then hang up.  I do know debt collectors can not contact your work once they have been told.  I also know all those "emergency" contact numbers you write down are for if you do not make payments and they can not find you - they contact them in order to locate you.  Your contacts that you listed can simply tell the collector not to contact them again, write down their information and sue them if they do continue contact.  I have found that each state has different laws governing debt collects.  Irregardless, they can not call your work, they can not threaten, and there are set times they can call.  Every creditor has access to e-mail and fax machines - have them send you something immediately about the agreement - BEFORE you EVER send in payment - and tell them to include payment method in their fax or e-mail and that you will make payment as soon as you receive the information - you will need their information because they make a percentage of all money they collect - they will want you to make payment at that very moment so they know they get the credit.  Explain if they will include payment information in their e-mail/fax that you can help ensure they get credit for your payment.  Most states allow debt collectors to contact your personal number that you put on the loan.  You borrowed the money, they have a right to collect the money - again, there are limits.  Contact your state attorney general's office to find out what laws apply in your state.  Some states do allow debt collectors to take you to court and then take the money directly out of your paycheck at a ratio basis.  You really need to know your rights and follow-up.

NOT a good answer. IF you write "PAID IN FULL" on a check, it means that you Paid the Debt in Full (98% or higher). If you reach a settlement, write SETTLED IN FULL on the final payment towards the settlement. Do your homework.

why would you advocate someone lying about a bill they know they are responsible for?  realize that giving that type of advice can and most likely will set the wheels in motion for the agency to file a civil suit against a debtor if that is an option for them.  better advice.....wait till the very end of the month, when collectors are pushing to hit their monthly goals, call them and offer 50% settlement on the account, and be prepared to pay it then and there with a secured method of payment (check by phone, debit or credit) or find out if they accept western union or moneygram.  get the info if they do, and immediately make the payment.  most agencies will accept 50%, and especially at the end of the month.  note that WU and MG payments won't post til the next day, so make sure if you choose that option the payment will apply by the end of the month.  there.  done.

Use the call forwarding feature on your phone - and forward the calls to a telephone number that you know is disconnected.  They will stop calling because the computer they are using to dial the number will recognize the tone. This works for all of these types of calls.Eventually, you can unforward them because they will have stopped calling.

My ex-father-in-law is receiving these call.  I did have an outstanding bill and have spoke to them about it.  I asked to please mail me the bill so I could take care of it.  I was told I had to make a payment right then and there and that would not mail me anything.  They also told me that the interest was 50% of what the original bill was and the payment they wanted only $4 of it would go towards the bill!  Problem is I had moved and put in a change of address to the company I had the bill with. It was a 6 mo same as cash thing and then after the six mo period when the bill was returned to them, because they say they never got a change of address (which I went in the store in person to do...big mistake I guess) they sold the bill to this place.  Anyway.........my father-in-law is 87 yrs old and not in good health.  They continually harrass him.  I just don't know how to get it to stop.  They are very nasty and rude and mean on the phone, not to him, but when I have spoke to them.  If they would only send me the bill stating the amount, so we could work this out that woould be nice.  But I will be damned if I am just gonna make a payment over the phone to who knows who!  AND....the interest keeps going up, way up every month.  Well to say the least I am totally upset on what and how to handle this situation.  I want to pay back what I did originally owe and if there is to be interest at a reasonable rate.  Otherwise, it looks like these people are just not going to get a dime from me.  I am not a bad person and being treated like this is terrible.  Any suggestions anyone?  Thank you in advance..Also Frustrated.

Practically the same thing has happened to me. They've been calling my cell phone for these past 3 days. And I'm under 18... They keep asking me if they could speak to a person who's name I did not recognize. That one woman who called you... May be the same woman who called me. She asked to speak at an adult who owns the house & saying that that person who I could not recognize lives here.... This woman happened to call on a private number but a second number appeared on my cell phone, asking for that same person. So I searched the number on Google apparently and found out it's some service or whatever. Ah well....

I am replying but I am writing this for every unfortunate person.Very disappointing, that's why I found these notes. It sounds some similarities here, I do not own anybody any money, a woman from Client Service with 636-947-2321 called me two times -- both charged minutes on my cell phone! -- the first time she gave me a name that I wasn't able to identify so I told her wrong number, she persisted but she wasn't able to make herself clearly understandable, I was so frustrated that I hung up. The 2nd time she called also gave me a name I couldn't identify but I've already forgot the name she mentioned previously about a week ago, I did make it clear that I am not the person she's looking for though, she asked if I am Ms. xxx, I said yes, then she mentioned about the stranger's name and I confirmed with her that I was not that person, she said that of course you are not, she indicated sth. like "she has 30 packages here" then my cell phone was out of power and call got disconnected. I called back during the free minutes period on the same day, here is my log:1st attempt, upon request, the operator claimed himself as David, after I explained and gave the time called, I asked him to check for me what the woman was calling me about at that specific time, he put me on hold and then got back to me saying "we have computer problem, I can't find that person", while I was trying to give him more info as far as what number she called me at and my last name (they knew anyway!), he's not interested and then disconnected the call w/o notification. 2nd attempt, I forgot the name she the operator mentioned, but she was "KIND" enough to give me the original caller's name and a 4 digits number (I noticed it's an ext# later) advising either to leave her message or call back tomorrow, she also said Client Service does financial services for banks and she doesn't know why that woman was calling my personal number. I opted to leave message and I do not want to deal with this any more requesting caller to call me back at same number spelling the mentioned name letter by letter (she has accent!)and leave detailed message as far as what she's calling about.3rd attempt, wondering and called back and entered the given ext#, the 1st man answered the phone, when I asked if he's the same person, he said there is no David as an operator over there and he claimed him as Chris when asked, then I told him that David did not provide good service tonight at least to me and I explained as above, but this Chris did not want to listen but being rude and kept asking if I have and what's my client ID#, while I tried to say what I have to say he put me to that ext. w/o nitification.I became very suspicious and quite annoyed now and determined to find out more, I called back again, but the call was disconnected immediately once I entered the given ext#.Called back without entering the given ext#, but this call was transfered to that ext. automatically.I called back again without entering the given ext# and there was a voice saying "we're currently closed".Called again without entering the given ext#, no answer but keep ringing forever after I held the line for "Operator".Did a Google search, located the very "official looking" web site www.ClientService.com, did another search with 636-947-2321 and got these posts. Just called one more time @12:02am before I leave, still no answer from "operator" after I held the line but keep ringing, the greeting message / options is the same though. What I wanted this time was to warn them not to call me any more. I will report it to the 800 Do Not Call, I guess this is the only thing that I can do at this time.Hopefully we'll never ever get a call from this number again!TheFrustrated

This is just a little information to stop these calls. I get them also. The debt, was a fraud account, and we finally had a lawyer take care of it. It didn't stop sears, from selling the debt. We have been through several collectors, and eventually have them call the attorney. Finally I decided, I wasn't going to bother my attorney again. I went out and bought a set of Panasonic digital phones. ( 3 ) My model is KXTGA740. I think we paid $ 39.95. We got them at Sam's club. They have other models, that work just as well. These phones block up to 30 #'s. These phones are the best investment we have ever made. The phone may ring one time, before it cuts off the blocked number. They try changing their number to out of state or Privacy Manager, where they block their number. I have learned to pick up quick, and disconnect . Then I block that number. I laugh every time one of these jerks get the click. They really are bottom feeders. They don't bother to look, that we had another Sears card that was paid off, or our credit history is impeccable.Let them waste their time. I hate sears, and will never buy anything from them, We probably spent $ 20000. with them in the past years, yet they still tried to make us pay, for their scr%% up. The account was opened  at a address 120 miles away. Be careful, before you charge anything with them.

You have a good point about if they are crossing state lines. There is a way to get them to stop calling you if they are from another state, ask the for their license to do business in your state and tell them to send you a copy of it (certified), also ask them to include their tax ID number for your state so you can send them a 1099 at the year end for the monies you pay them. They can call you at work, until your workplace puts them on notice that they CAN NOT continue to call you and/or your job is in jeapordy.  Unless the law has changed, use to be that if you loose your job due to continual harrasing debt collection calls...they have violated the law, the debt is considered null/void and you can sue them.  I speak of this from an employer's point of view, as I had an employee being called at his work place more then seven (7) times a day.  I eventually had to let the employee go.  The employee hired an attorney and the debt went away...OH BY THE WAY...the employee's debt was to a hospital when his daughter had cancer....the daughter died!  The calls began 60 days after the daughter's death.

RC,You are mistaken.  A debt collector cannot for the reasons you stated.A collector cannot communicate with third-parties more than once unless requested to do so by the third-party or unless the debt collector reasonably believes that the earlier response of such person is erroneous or incomplete and now such person has correct or complete location information.  15 USC 1692b3.  Collectors have this info most of the time, their true purpose is to put social pressure on the debtor to pay the debt.  This is very effective but also easy to prove a violation.  Records from the collector can be subpoened in a lawsuit and if the debt collector has access to a credit report, it is very likely they know the address and phone number or place of employment.Sometimes collectors have 'block parties' where they call all of the debtors neighbors at about the same time with the hopes that at least one neighbor will tell the debtor.

About the suing. Most debt collectors live out of state; thus, it is difficult and expensive to hire attorney's every time they get sued, especially in small claims court. You can get a judgement against them relatively easily--they usually lose by default. However, collecting is a new story. Another problem is that they use false names to avoid this situation, for instance Isaac Hayes. Fairly certain he didn't call from the grave. Still for a small filing fee, and a little leg work you can get the satisfaction of a judgement.

All of you need to read the FDCPA (entire text and FAQ on ftc.gov) before giving "advice" on these posts.  Not only do debt collectors have to adhere to rules, but so do consumers if they want the debt collector to stop calling or writing.  Until such time as a debt collector is told to cease and desist (this should always be in writing, very specific and sent via certified mail), they will do whatever it takes to collect the debt - legally or illegally.  Read the law to see what your rights are, then assert those rights.  Dave Ramsey and Benjamin Dover are very good sources for do-it-yourself guides.  Dover provides step-by-step guidance and sample letters in his books.

636-947-2321

398 Report Long ago Unknown
Wrong.  You can tell them that they can't call you at work and if they continue to do so, you can sue them for the violation of the FDCPA for every call that they make after you've told them to stop.  Only once.  It's NOT OK for them to call your relatives, get a phone number for you, try the phone number and get told by you to quit calling, and then to call the relative again.  Each time that they do this, they risk being sued for violation of the FDCPA.  Wrong.  Yes there is.    If you do, it had better damn well be your first (and only ) time because if it's not, I'll drag your sorry behind into small claims court, get the judgement, and then sell it to one of your own and let you guys eat one another.  Right.  Right.  And, it's not hard to have a real grievance - I read somewhere that 75% of the debts being pursued since 2008 are non-existent and originate with NCO and their assignees and affiliates.  In other words, 75 out of 100 debts being pursued by slime balls such as the group with Client Services were INVENTED by Client Services.

I would suggest if they call again, that you tell them you know they are only allowed one phone call to you and if they persist in these annoying phone calls; you will call an attorney and sue them for harassment. Keep in mind, you don't have to actually call an attorney but you can always threaten it! They use idle threats all the time so you may as well throw it back at them. HAHAHA! Good luck. Unfortunately I have had bad luck w/ jobs here (I am 100% legal). My last job I got laid off in 2008. Haven't been able to find another job. I go to school in the meantime. I will have my degree in June. Done little odd jobs of babysitting and Avon, but not working out. I even tried pet sitting, but can't find customers. Anyway, we were paying our bills until my unemployment got cut off. we barely have enough money for rent, food, and gas. We sometimes have to go to the food banWe slowly stopped paying and now they are harassing us. All hours a day. I was really mad when they called my parents in Canada. Boy did I hear about that from my mother. I know it's legal that they can call relatives to locate you, but  in another country?

But if they mention who they are people will know it is regarding a debt. It is illegal. If they cross state lines it is even more illegal and they can be arrested. I had to deal with Micheal Bell regarding a debt of my daughter's that I knew nothing about.  He kept calling me at work and he would yell and swear. He should be fired. I was never so humilated in my life. He got ahold of my daughter at her job and made her cry. Calling at work is an illegal practice too.

Oh okay. After all the reading I still had no idea who this was. It's Citibank, that makes sense considering my CC is through them but I have it through my credit union. I've worked out an arrangement with my credit union but I guess they're still taking it upon themselves to call. That's okay, talking and arranging with the credit counselor is enough for me so this number will be blocked.

Client Services, Inc., like another other debt collection agency, does its level best to keep that a secret;  Of course, with no physical address, it's a lot harder to send certified mail - as in a cease and desist letter - to them so that they can justify calling over and over.  If they don't get told no, as in they don't release information that would allow someone to tell them to quit, it's as though they haven't been told to quit.  However, I did some hunting:  I went to their website and found that all of their phone numbers were the same:  636-947-2321.  I took their name, Client Services Inc and the area code - which is for a small hamlet in Missouri called Saint Charles, and did a Yellow Pages look up using the name and the location.  The YP page gave me the skinny on their location.  Nota bene:Client Services, Inc.3451 Harry S. Truman Blvd.Saint Charles, MO, 63301The acronym for this outfit is CSI - a bit of wishful thinking for an outlaw debt collector, wouldn't you say?  What a bunch of clowns...  BTW, the president of this outfit is Scott Lindley.  His email is PresidentsOffice@clientservices.com.  *Presidents Office at CSI*  Talk about delusions of grandeur...If you chose to use the email address to tell them to quit calling you, I'd still follow that up with a certified letter.  Doing both will remove the possibility that they will simply deny ever getting the email.

If they call someone out of State, say I were to live in Ohio and they called someone in CT, that is breaking the law.  Michael Bell needs to loose his job. He harassed my daughter a couple of years ago and then kept calling me at work. Had I known the laws I would have reported him then. Because she was living in one State and I was living in another. He would not leave me alone at work and you only have to tell someone once not to call you at work and they are not allowed to do so.

Document the calls - date, time and name and employee number of person calling (if they'll give it to you).  Send a letter to either the Attorney General or Department of  Commerce of your state.  They will follow up on it and collection agencies don't like being investigated!  Several years ago we were getting harassed by a collection agency on a bill that was settled years before.  When I wrote to the Attorney General, the collection agency apologized stating they didn't know the debt had been settled!  Blood suckers.  Seriously, I was surprised the Attorney General would bother with it, but they did and it made a difference.

Wrong!  A debt collector has to have a reason to call third-parties prejudgment.  The only reason they can call a third party is because they do not have location information on the debtor.  If a debt collector has the debtors phone number and address - they cannot seek location information because they have everything they need.  Also, if a debt collector does not have the debtors phone number and address but has their place of employment, then the debt collector has the location information and cannot call third-parties.  15 USC 1692b.If the debt collector had this info then any calls to third-parties prejudgment are pre se vioaltions of the FDCPA.Also, a collector cannot communicate with third-parties more than once unless requested to do so by the third-party or unless the debt collector reasonably believes that the earlier response of such person is erroneous or incomplete and now such person has correct or complete location information.  15 USC 1692b3.  The key above is the word reasonably.

Rent and car pmt come first. One collector called me that was awesome. I talked to him for almost 2 hours. Have you ever heard the saying "You can catch more flies with honey"? It means if you are actually nice to people then they won't be so scared to talk to you, being the bill collector. You don't have any idea what the situation is the person you are harrassing may be in, and more than likely, you don't care. But I do believe in Karma-what comes around goes around. If an attorney is representing you about the debt, the debt collector must contact the attorney, rather than you. If you don’t have an attorney, a collector may contact other people – but only to find out your address, your home phone number, and where you work. Collectors usually are prohibited from contacting third parties more than once. Other than to obtain this location information about you, a debt collector generally is not permitted to discuss your debt with anyone other than you, your spouse, or your attorney.

636-947-2321

398 Report Long ago Unknown
You are correct in a few of your statements but not all. A debt collector MAY NOT (despite what they say): 1. Contact a third party about your bebt for any purpose other than to locate you. 2. Identify the debt company name to a third party without being expressly asked. 3. Discuss to a third party a debt is allegedly owed. 4. COMMUNICATE WITH A SINGLE THIRD PARTY MORE THAN ONCE!. So in response to your statement they are not allowed to call more than once and they should be told but even if they are not they are not supposed too. Debt Collectors typically operate on the "F.U.D." Principle.1.) Fear 2.)Uncertainty 3.) Doubt.

I am a debt collector and I'm saying this cause I don't feel the need to hide it, granted I don't work for the company this thread is about! Like I've seen in previous post, write a cease and desist letter and send it certified mail with a return signature. The collector can only contact you one more time and that's only to let you know they received your letter. This will stop collection activity, or if the collectors are ignorant this will get you a good settlement in court! Although they have stopped collection activity, they will still report a debt to your credit ( which is within their legal rights to do). Most Important, after you send the letter keep keep records, right down names, dates, times, and attitudes. There are plenty of attorneys that chase debt collectors!

636-947-2321

398 Report Long ago Unknown
Even more than that, once you give a debtor written notice that they cannot call you, by law they cant. If they continue to do so, you need to get names, times, dates and keep a log. Each time they call you tell them you have sent written notice. This will stop the calls. People have taken debt collectors to court and won cases for alot of money if the debt collector continues to harass you once given written notice. Be sure to send the letter return receipt.

first of all, it is the Fair Debt Collection Practices Act, and they can call the relatives until the relatives request that they do not call again.  It is not against the FDCPA to call a neighbor.  It is against the law for a collector to call the neighbor and talk about the debt.  They can only discuss the debt with the debtor.  Again, unless they are told by the relative, neighbor, or any other third party, (your job), not to call again, they can call.

I suppose, if 'we' wanted to 'do something' about this, the best way would be to agree for them to come and then find out who they are - the local company presumably uses the Indian call centre to drum up business but since this company is their representative, they could get implicated when threats of this kind are made. The Vietnamese Jew is hilarious - if you have time on your hands (as the caller evidently does too) then go for it!

These clowns (yes, always with Indian accents) call multiple times weekly and ask us to switch from Rogers cable/telephone service to Bell.  We have contacted Bell to inform them that someone is using thier company name to solicit information, I am assuming for the purpose of scamming and/or identity theft.  Everyone who reads this should contact Bell so they get motivated to shut this operation down.

I have been receiving numerous calls from this number. A month ago he identified himself as Hussein or something like this from Bell Customer Services. He mentioned that he is aware that I deal with Rogers and offered me the opportunity to convert to Fibe service package (TV, internet and landline) at the same rate I am paying to Rogers. After keeping me on hold for about 90 minutes we agreed that they'll come to do the installations and said that they needed 6 hours to do so! As I am living in a leased unit I got a bit worried that they may do something major to the unit hence violating my lease contract. He reassured me that there will be nothing major. On day of agreement, I waited and waited and no body showed up! Guess what he's still calling and I decided to ignore his calls!

Just had a very similar call from the same supposed number - called alternating 416 905 6133 with 44 4169056133 (44 is UK country code but who knows).Sounded like the same guy because after I told him I didn't want the service he wouldn't take no for an answer and it became personal and he called maybe ten times.

My belief grows stronger that the phone companies are backing these very annoying phone scams because they make HUMONGOUS amounts of profits from the purveyors of scams and annoyance to us-their customers. Federal regulatory bodies are nothing but a sham to lull the consumers into a false sense of security that they are being protected by these Regulators.pRegulatory bodies protect 1.the profits  of the contributors to the  re- election funds of the party in powerAnd 2. Fraud and other malpractices of their corporate - very generous- corporate patrons.

I knew it was too good to be true. And from the looks of it, they have been doing it for quite a while. Well, folks, they are still out there. I just received a phone call from an Indian guy with very poor English, and the connection was very bad. He told me all the same things mentioned earlier : He was calling from the U.S. Federal Grant Department in Washington, D.C. and was calling to inform me that I have been awarded $10,000.00 from a Federal Grant because I have had good credit and paid my taxes on time and my history shows no indication of bankruptcy or delinquent accounts. He gave me Grant Approval Number and was instructed to call 202-621-0908 to obtain instructions to receive the grant. The person's name that I spoke to was JOHN EARKER. When I called the number I got a recording that the person was not available. I make it a habit to get the person's name to whom I speak with, just for reference, although, I knew its a fake name. I would NEVER give out my info to anyone on the phone. If I won a grant from the Feds, they should have ALL the info they need... its a shame that in tough times like now, they are still trying to scam people out of what little money we have to spare.

He also said that the phone conversation was being recorded. And he said that because i had my home phone number for more than 10 years, i am in good standing. He knew my last name, i bet through the yellow book, but could not confirm my first name, or address when i asked, and then he tried to get it out of me. The first time i asked what this call was regarding he said it was a government grant, second time after trying to get my name out of me, i asked again he said scholarship??? SCAM!1. I do not own a home.2. I have not done taxes that many times.3. First time they called, i barely entered high school.4. I was still in elementary school, more then 10 years ago.5. Was never able to to fully confirm my whole name every time they called.6. My name was not even on the Census Survey.I tell them every time to take me off the list, and that i do not want their money, grant, scholarship, free trip to Vegas, or whatever it is, and to stop calling me. But then they just say we'll call back at a better time. Tip: Never give any information to anyone over the phone that you do not trust with your life. No matter how little information, whether it be name(first or last), address, credit card information, accounts, phone numbers, and last but not least Social Security number. Anytime it's too good to be true, it is. Person with broken English called home saying they were with the US Health & Human Resources, 200 Independence Ave NE, Washington DC. The man wanted to speak with my daughter who is happens to be home on Spring Break from her four-year college. The man had told my daughter that she needed to call the 202-407-9185 immediately as she had been offered a Grant-Scholarship for $10,000. The school that she attends has a registration site for scholarships and grants and at one time she had entered information into the system.  Additionally, she has applied for FASBA funds for the past three years.  In doing so, there has been one case 6 months ago where a school that was on her original list had found out that some of the information on students that had applied to the college had been compromised. That being said, I think that there maybe an issue one way or another.  The world is so full of people that are out to take other people who unknownly and trusting would believe anything that they are told.... Our family wants to find out who this person or people are and have them reported for fraud. Especially given the fact that my daughter had applied for numerous scholarships 2 years ago and had received not one reward.....

Lighten up.

I agree with this. Why do people buy other debts and expect to collect on them. The ones who are truly owed the debt should be the ones going after people, not selling them to Tom, Dick or Harry!

99% of the time they can't .

yea but they do it still and have done it and these companies have bene sued for these kinds of practices so you cant say just because the business is "regulated" (which being in the united states saying regulated just means that they are subject to federal law not that the gov is watching them 24/7) doesnt mean they will always follow the law to collect on these debts in fact most of these companies WILL go out of thier way to cut corners to save a buck and that includes breaking the law because they belive that the average consumer is too stupid and scared to look into the law and i would say alot of the time they are indeed correct on that.

There's no way to win with them, outside of waiting the 10 years for it to be expunged...

bad advice ME NEVER EVER GIVE ACCOUNT INFO TO A COLLECTION AGENCY!   they will STEAL FROM YOU! NEVER EVER ADMIT A DEBT TO A COLLECTION AGENCY  THEY ARE RESPONSIBLE FOR VALIDATING YOU ARE THE CORRECT PERSON THAT OWES THE DEBT.    The worst agencies and scammers will refuse to do debt validation.

You really need to know your rights and follow-up.

why would you advocate someone lying about a bill they know they are responsible for?  realize that giving that type of advice can and most likely will set the wheels in motion for the agency to file a civil suit against a debtor if that is an option for them.  better advice.....wait till the very end of the month, when collectors are pushing to hit their monthly goals, call them and offer 50% settlement on the account, and be prepared to pay it then and there with a secured method of payment (check by phone, debit or credit) or find out if they accept western union or moneygram.  get the info if they do, and immediately make the payment.  most agencies will accept 50%, and especially at the end of the month.  note that WU and MG payments won't post til the next day, so make sure if you choose that option the payment will apply by the end of the month.  there.  done.

The DNC list applies to solicitors.  A collection attempt is not a solicitation, as you (the law assumes) legitimately owe this money.Check with ACA International and know the rules.YES they can call you at work.YES they can call your relatives and friends to try and track you down.NO there is no law that specifically states they can only call these people 1 time.  The law states they can call if they have (I'm paraphrasing here) "reason to believe the contact information has changed).  Guess what?  If I can't find you at all, I'm going to assume you have new contact info and call your folks.NO they cannot swear, abuse, or harass you.  The law does not define harassment, but courts almost invariably take the consumer's side on this.YES you can sue a collection agency and the individual collector for damages.  You'd better have a real grievance though and documented proof of violations.

Yes, Heather, it is legal. It is called "skip-tracing". They cannot call you more than once though. The purpose of their call is to verify that the person they are trying to reach still lives at the address they have on file. They have probably tried calling this person multiple times and have had no luck. HAHAHA! Good luck. I hope this info has helped you somewhat.

They can call you between 8:00am and 8/9:00pm (cst or corresponding time zones).  They are not allowed to tell someone else why they are calling...but if you listen to any of their messages, it starts with "This is xxxxxx, and I'm calling regarding a personal matter, blah, blah, blah."  However, at the very end they end their recording with...."this call is in regards to debt collection, any information obtained during this call will be used to satisfy the lien."  At this point, I believe they have left personal information for anyone who may listen to the message left...and that is a violation of Fair Debt Collection Act, and the Privacy Act.LASTLY, this place continues to call your work place too.  BEWARE!!!!  They are violating all kinds of laws....everyone should write there Senators and Representatives about this company.  If you bother your government representatives as much as these so called debt collectors bother you, I bet you something will be done.  Imagine if you called your Senator 73 times...hummmmmm!

Can they call your parents in another country? I moved to the States, got married, and changed my name. I never used my maiden name here.

If this organization had ANY integrity, they would not harrass people with 5-10 phone calls per day! I would be a poor steward of what God provides if I gave this organization anything. We are instructed to test others. These people must be dishonest if they cannot exercise common courtesy in regards to asking for donations!

This number has come up on my caller id plenty of times. Finally answered when they called. It was a man who said he was with Hope House and they help battered women and children? Informed me they would be in my area on a specific day, did I have anything to donate such as clothes, small appliances or toys. Not sure if they are legit or not.

208-208-2000 called me at at 3:43 pm on 10-17-2012.  I live in Boise.  The caller, Derek, immediately started asking survey questions.  I asked him who he was calling from.  He said National Survey Compnay is the name.  I asked him where the calls wer coming from, he said he could not say.  I ased who commissioned the survey, he would not say.His questions appeared to be from the National Education Association regarding the upcoming Idaho election where the unions are attempting to overhaul an education reform law.I wonder, why would a Washington, D.C. union care about an Idaho election.  Oh, I know, they get millions in union dues from the state.I asked him one more question.  Why should I answer his questions if he would not answer mine?He hung up.Caller: National Survey CompanyCall Type: Survey

It worked, if you hold after answering the phone (I think they are electronic and have to pick up) and talk to these people, onerous as it may be, and give your 30 second replies, then ask them to take you off they apparently do, we've not had anymore calls tonight and we'd been getting them every fifteen minutes.

They continue to call every 15 minutes.  My husband finally answered, talked to them, it's a poll.  Told them he was undecided on all the questions and asked them to put down not to call again. Hopefully this will work. Only after my husband answered the questions did she say they would remove us from call back.  Who knows if it will work onr not.

I just got home and I had 14 missed calls from this number, no message was left. I called it back and the number says its disconnected. I reverse searched the number on whitepages.com and it says the number doesn't exist. My phone number is on the national "do not call" list. I think this is harassment.

This number has called me every ~20 minutes for the last two hours.  I am on the National Do Not Call Registry (www.donotcall.gov) so possibly they are a charity, political organization, or a telephone surveyor which are still allowed to call (including debt collectors and companies you do business with).
